Community Learning Centres A Community Learning Centre is a geographical area selected by PEN for the purpose of concentrating our development interventions for a period of five (5) to ten (10) years. The objective of the PEN intervention is to help people to get themselves out of absolute poverty. This implies that the people will improve their livelihoods and increase their income, improve their education and health standards, and gain access to locally available resources.
PEN recognizes that sustainable development must be driven and secured by the people themselves. People have a wealth of natural and human resources at their disposal, unrivalled knowledge of the local area, and social networks that can be used positively transform their lives. In addition, there are additional financial and technical resources available through local government, entrepreneurs, civil society and faith-based organizations.
PEN sees its role as both ‘a capacity builder’ and ‘a broker.’ We build the capacity of community members and their organizations to manage their own development projects and we link local people to additional resources to help implement their projects. Where appropriate, PEN also works with providers of local services and resources to enhance their capacity to effectively work with local people and their groups.
